The following CPMA Regular Members (in alphabetical order by last name) are nominated for the Board of Directors:

Cha'ssem Anderson (University of NC at Chapel Hill)

Cha’ssem possesses nearly 20 years of expertise in transportation and parking. During his career, he has acquired a solid   background and understanding of comprehensive planning principles and a specialized background in transportation       planning, transit administration, cartography, parking and customer service.Currently, Cha’ssem serves as Associate   Director of Transportation and Planning at UNC-Chapel Hill. In this role, he is responsible for strategic planning, including   representation on regional and local committees acting as a university/department liaison on policy and service   development associated with transportation services. For his great work, he was honored with the International Parking   and Mobility Institute 2024 Apex Award in Restoration for the University’s surface parking facility and campus wide parking   repairs. Before joining UNC-Chapel Hill in 2019, he served as Director of Transportation and Parking at North Carolina   Central University. During his time there, he coordinated all daily operations of traffic, parking and transportation services   including developing and implementing emergency operations, policies, procedures, plans and programs. His experience   in transportation and parking planning is rooted in developing, administering and implementing short-range and long-range   transportation plans, emergency transportation management and cultivating relationships with regional transportation   partners. Cha’ssem also served in various roles at Walt Disney World Parks & Resorts, Fort Worth Transportation   Authority, Triangle Transit Authority and The City of Durham.Cha’ssem holds a bachelor’s in Geography and a master’s in Geography and Earth Sciences from North Carolina Central University. He is also a member of the American Institute of Certified Planners and a Certified Administrator of Public Parking, among other affiliations.


Rick Boucher, Jr. (UNC Charlotte) 

Rick Boucher is the Parking Operations Manager at UNC Charlotte Parking and Transportation Services. Based in Charlotte, NC, Rick oversees the parking system for one of North Carolina's largest universities, serving over 30,000 students, faculty, and staff. His role includes managing enforcement, special event parking, and customer service, and leading a communication center team responsible for answering all parking and transportation-related questions from the campus community, including assisting them in making the most informed decisions possible.With seven years in the parking industry and a Part 107 sUAS commercial operator certification, Rick has driven significant innovations, including launching a pilot drone program to enhance traffic management during special events. He leverages data from biannual space counts to make informed decisions about parking needs, permit types, and restrictions.Rick's extensive background in customer service—spanning over 20 years, including a decade as a store manager for Cumberland Farms in New England—underpins his focus on operational efficiency and customer-focused solutions. His dedication to data-driven decision-making and positive community impact aligns with the CPMA's mission.Eager to contribute his expertise and collaborative spirit, Rick is a strong candidate for the CPMA Board of Directors, committed to advancing the parking and mobility industry in the Carolinas.


 Chance Dunbar (City of Wilmington, North Carolina) 

Chance Dunbar has consistently demonstrated dedication and expertise throughout his career in the parking industry, earning the admiration of colleagues and industry professionals alike. With the majority of his professional life devoted to parking, his depth of knowledge is unmatched. From the outset, Chance has been a mentor and role model, leading by example and upholding a commitment to excellence in everything he does.

His career began in Baltimore, Maryland with Central Parking in 2005, and in 2016, he took on the role of Director for the City of Wilmington. Colleagues who have had the privilege of working alongside him describe Chance as not only a remarkable professional but also a person of great character. His leadership, integrity, and dedication make him a standout candidate for the CPMA team.


Bill Foster (City of Greenville, South Carolina)

Bill Foster started in the parking business at Atlanta Hartsfield Jackson International Airport in 1992 and then served as the GM for the Jacksonville, FL Airport. He began his university career at the University of North Florida before moving to Florida International University in Miami. After a couple of years in the private parking sector in New Orleans, he moved to Seattle, WA, and joined the University of Washington. He is currently serving as the Parking Administrator for the City of Greenville, SC. He has served on the Florida Parking Association board, holding several positions, including President twice. He also previously served two years on the CPMA board. Over the years, he has been involved in many technological advancements in the industry and is extremely excited about how these new possibilities will improve the customer’s overall experience.

 

 


Grant Harris (UNC Greensboro) 

Grant Harris is the Transportation & Event Manager at UNC Greensboro Parking Operations & Campus Access Management (POCAM). His primary responsibilities include the day-to-day management of the university's Spartan Chariot shuttle system, organizing and scheduling special event parking & transportation arrangements, and partnering with both internal and external organizations for alternative transportation options. Grant is POCAM's outreach liaison, representing the office at tabling and information sessions, as well as assisting with the university's Vending Services program. Grant is the 2024 recipient of the UNCG Division of Finance & Administration's Betty Hardin Award for Excellence, presented each year to a full time division employee who has demonstrated leadership and service to the University Community.

Starting in POCAM as a student employee and progressing through various positions, Grant has also served as an undergraduate student orientation leader and as a school graduation marshal.

A proud Piedmont Triad native, Grant holds a B.S. in Information Systems & Supply Chain Management and is currently pursuing an MPA with a concentration in Local Government Administration.Since joining CPMA, Grant has enjoyed networking and learning with fellow members about the industry's best practices and how they can benefit both operations and the people who make those operations work. Grant would love the opportunity to serve on the CPMA board, working to provide current and future members with the same knowledge and experience he has enjoyed.


 

Josh Mallernee (City of Asheville, North Carolina) 

Josh Mallernee currently serves as the Business Services Manager for the City of Asheville's Parking Division. He previously served on the Board in 2016, but unforeseen circumstances at the time required him to step down. With 28 years of dedicated service to the City, beginning his career in Parking in 1995, Mallernee has gained extensive experience and demonstrated unwavering commitment. His qualifications and readiness make him an invaluable asset to the Board, and he is now fully prepared to contribute actively and effectively.

 

 


 Jared Wright (NC State University) 

Jared Wright is the Parking Operations Manager at NC State University, where he oversees enforcement and parking operations. His professional background includes roles as Director of Parking and Traffic at PNC Arena/Carolina Hurricanes in Raleigh and Senior Parking Manager at Duke University Medical Center in Durham.

Wright is seeking reelection to the CPMA Board of Directors. He has been actively involved with the board since 2022, playing a pivotal role in its growth and success. As co-chair of the Educational Committee, he established CPMA’s webinar series, expanded the number of educational sessions at in-person conferences, ensured that all CPMA-presented sessions were eligible for CAPP points, and developed effective communication plans.As Vice President, Wright continued as co-chair of the Educational Committee, launching a third webinar series and assisting the CPMA President. He contributed to planning the Charleston and Myrtle Beach conferences and is actively involved in preparations for the upcoming Charlotte conference. In addition, Wright is working with the current Board of Directors to simplify and clarify the association’s bylaws.

In his second term, Wright aims to expand CPMA’s membership base through ongoing professional development, address the needs of current members, broaden the association’s appeal through diverse networking opportunities, and ensure that associate members find value in their continued support of the organization.
