Revving-Up Program Management and Maintenance Planning

Owners need to spend significant resources on condition assessments and repair projects to protect their assets and to extend the useful life of their facilities. Unfortunately, having adequate maintenance funds are many times constrained and the efficient use of limited rehabilitation dollars can be a challenge. Therefore, knowing how to prioritize, coordinate, and program these limited rehabilitation dollars is essential. This presentation will review a recent asset maintenance project at the University of North Carolina – Chapel Hill to provide examples, lessons learned, and best practices for program management, maintenance planning, and protecting parking assets.

Matt Sumpter, Kimley-Horn and Associates, Inc.

Matt has 17 years of structural engineering experience, which includes structural design, structural evaluation and rehabilitation design, construction administration, and project management. He is accomplished in designing and repairing structural and waterproofing systems to prolong the life of parking structures. Matt also has experience performing strategic planning and parking management, including functional layout of parking, functional layout of signage, and parking studies. He earned a Master of Science in Structural Engineering and a Bachelor of Science in Construction Engineering and Management from North Carolina State University.

Cha'ssem Anderson, University of North Carolina at Chapel Hill

Cha’ssem Anderson is the Associate Director of Transportation and Planning at the University of North Carolina. Cha’ssem is responsible for representation on regional and local committees, acting as a University/Transportation & Parking Department liaison on policy and service development associated with transportation services. He also manages the areas of Transportation Demand Management (TDM); Planning, Construction, and Sustainable Technology; Maintenance; and Point to Point (P2P) Services. Cha’ssem applies strategic planning, project management, and transportation planning skills developed throughout his academic and corporate work experiences.  He earned a master’s degree in Earth Sciences and a bachelor’s degree in Geography from North Carolina Central University. 


This conference offers up to 7 CAPP Points towards application and the maximum in Program Type 2 for recertification.
